Job purpose and organizational context

Job purpose

Provide leadership supervision and expertise to department personnel. Also provides support to the projectproposal. Improve estimating tools and procedures.

Ensure that Estimating on projectproposal is complying with TP standards Quality and HSE.

Reporting lines and interactions

Hierarchically reports toECP division manager COO Managing Director depending on the structure of the organization.

Operationally reports toECP division manager COO Managing Director depending on the structure of the organization.

Directly supervises operationallyEstimating Group Manager Lead Estimators Estimators.

Key interactions internally externallyECP Engineering Procurement and Construction Proposal Legal Finance tax department and corporate functions teams.

Job scope budget management specific criteria

Estimating costs for proposals engineering services contracts of a million euro magnitude up to EPC projects of several billion euro magnitude with a team ranging from 550 people.

Must have

Degree

Experience in Project execution.

Nice to have

Engineering degree in the Oil amp Gas discipline.

Cost engineering certifications.

Main accountabilities

For the internal activities of the department

• Develops and promotes the means of estimate production methodologies and tools.


• Defines the orientations objectives and budget of the department.


• Manages the resources recruitment career development individual interviews training resumes etc..


• Prepares and presents the department's objectives to his functional manager.
  
  Responsible for the operation of the Estimating group
  
  

  
  
  • Nominates the Lead Estimator and the Estimators involved on estimates.
  
  
  • Ensures the quality of the estimates in reference to the GOPS.
  
  
  • Controls the accuracy of the methodologies.
  
  
  • Oversees the risk analysis and identification during production of an estimate.
  
  
  • Verifies the price sheets and presents to company management estimate in authorization to tender as well as the authorization to commit.
  
  
  • Supervise the preparation of the final estimate and participates in its presentation to the project management and company management at hand over meetings incase of contract award.
  
  
  • Supervise the preparation of the Capital value estimate of projects for clients and participates in its presentation for client decision making.
  
  
  • Supervise the preparation of project estimates for joint ventures and participates in presentations for partners decision making.
  
  
  • Contributes towards implementing both company and client HSE Management System objectives and procedures.
  
  
  • Complies with corporate Quality standards as stipulated in the quality manual and its ensuing procedures.
    
    Additional
    
    Must have a degree diploma in science or Financing Accounting.
    
    Must have at least five 5 years hands on experience in Cost Estimation. Must have atleast 4 years hand on Experience in working in on respective automation shoftware.
    
    Candidate having more than 20 years overall and more than 10 years related designation experience is considered to attain minimum academic qualification requirement.
