ICT SDP Leader
.
We seek an experienced professional to help lead the delivery and embedment of a multidisciplinary
transformation programme. Our client Ashghal is a publicly owned infrastructure and utility
company in Qatar. It is responsible for the design delivery operations amp maintenance of all roads
and drainage infrastructure in Qatar as well as the design and construction of all public
buildings. Ashghal has embarked on a new and exciting journey. Its vision is to become a dynamic
responsive customer centric organisation by 2016. The transformation programme we are
supporting is for the Drainage Operations and Maintenance Section.
Position Overview
The ICT SDP Leader has overall accountability for managing the development improvement and
implementation of the ICT strategy delivery approach and methodology and for leadership of the ICT
project delivery teams. A key element of the ICT SDP Leader role is to establish and maintain
excellent indepth relationships with multiple client members at all levels throughout the
organization and with key stakeholders. A significant portion of the role holder's time will be
deployed in client engagement and mentoring activities in order to successfully deliver the change
required within the client organization.
The ICT SDP Leader will be required to produce strategic detailed delivery and businesspeople
change plans for ICT associated areas of Ashghal's Drainage OampM Business in line with the
requirements of the contract. The driving goal is Ashghal's achievement of the 2016 vision which
states for Ashghal to be a dynamic responsive and customer centric organization that creates shared
value for all stakeholders.
Primary Purpose of Job
The role holder will
bull Be responsible for developing the ICT strategy detailed delivery and businesspeople
change plans for ICT related areas aligned to the role of Management Contractor under
Contract 4b for Ashghal.
bull Ensure appropriate business processes technologies data and people capabilities are
established throughout a business transformation program with the end goal of businessas
usual. This is defined from a thorough understanding of future Ashghal needs.
bull Be seen as a trusted advisor to the client and a technical expert in their field who can be
relied upon for timely advice and to make recommendations on the appropriateness of
solutions for the business.
bull Mentor senior Ashghal employees to help develop their skills and transfer knowledge to
enable the client to become selfsufficient in line with the Ashghal vision and mission.
bull Manage coordinate and influence multiple internal and external stakeholders in order to
achieve the desired outcomes.
bull Maintain close collaboration with Contract 4b SDP leaders with particular focus on Asset
Management Operations and Maintenance Customer Services and HRChange
Management to ensure that ICT strategy and technical delivery firmly supports Ashghal
business needs business readiness and Ashghal staff roles and responsibilities as reformed
by business transformation.
bull Uphold a positive working relationship and collaborative team environment with Ashghal
ISD and GIS departments to ensure effective delivery of the ICT initiatives for Drainage
OampM.
bull Identify opportunities for improvements in business workflow centered on Ashghal's vision
drawing from experience and focused interaction with the MWH Scottish Water
businesses and the Ashghal organization.
bull Coach and mentor Ashghal's selected SDP Leaders on the value and use of ICT in supporting
the Drainage OampM Business such that at the end of Contract 4b Ashghal's SDP Leaders are
selfsufficient and able to sustain the mission of the organization.
bull Improve the capacity of Ashghal people and processes. Ensure the required data are
identified and implemented for workflow development and improvement with the goal of
providing quality deliverables that meet Ashghal's business needs and support the
successful achievement of MWH Contract 4b KPIs
Key Accountabilities
Accountable for the overall strategy planning and delivery of ICT enabling projects delivered under
Contract 4b. This includes delivery of an Enterprise Asset Management System EAMS for Asset
Affairs Drainage OampM.
Accountable for ensuring there is true collaboration with Drainage OampM Roads OampM Contract 4a
Amey Ashghal Information Services Department ISD and Ashghal Engineering Information
Systems EIS throughout the delivery of ICT related projects.
Providing focus to the pain points and business challenges of Ashghal's SDP Leaders and Drainage
OampM business unit.
Becoming the trusted advisor with their Ashghal SDP Leader counterpart and other key Ashghal
executives associated with the delivery of ICT services including Drainage OampM Senior
Management Ashghal's Information Services Department ISD Manager and Head of Engineering
Information Section EIS.
Accountable for the outcomes of the Contract 4b ICT team and the successful delivery to Ashghal.
Responsible for the identification and scoping of both ICT Functions and Enabling Projects creating
briefs aligned to Ashghal's Drainage OampM Business Unit needs and MWH Contract 4b KPIs.
Responsible for the Coordination of ICT SDP activities and project delivery teams with the C4b PMO
to make best use of resources and capabilities through strategic assignment.
Responsible for timely and accurate reporting on progress against plan client issues risks and
opportunities for the ICT SDP.
Assist with resource planning and development.
Accountable for communicating and demonstrating to the client the difference the program is
making to Ashghal.
Work with MWH Global Business Transformation and Performance Management Service Leader to
identify and coordinate opportunities for MWH IP identification and development.
In collaboration with Contract 4b SDP Leaders identify and plan for other ICTrelated projects and
services to support the overall delivery of Contract 4b and the business transformation of Asset
Affairs Drainage OampM.
Qualifications
QualificationsKey Skills
1. Minimum fifteen years ICT management experience. Managing delivery of ICT services
developing ICT strategy and master plans and guiding ICT programmatic delivery for water
andor wastewaterdrainage utilities is preferred.
2. Bachelors of Administration or Bachelors of Science degree preferably in a technology or
businessrelated area. Master's in Business Administration MBA degree preferred.
3. Ability to understand our client's mission business imperatives organizational culture and
service orientation.
4. Proven ability in building strong business relationships and desire and drive to establish and
maintain strong communication among our client's executive and senior management and staff.
5. Strong clientservice philosophy to providing information technology services.
6. Creative and strategic problemsolving abilities.
7. Experience in managing delivery of ICT service or ICT consulting in the Middle East or GCC area is
preferred.
8. Knowledge and skill in a broad range of technology and communications platform systems tools
and applications.
9. Significant experience directing ICT functions for programmatic delivery of a series of ICT
initiatives for a client.
10. Proven track record of creative and costeffective solutions to technology challenges.
11. Ability to handle multiple projects under pressure and produce measurable results.
12. Excellent oral and written communication skills.
