Brunel Energy is currently looking for a Senior Project Engineer on behalf of an Oil Gas Client based in Qatar. Start Date ASAP Duration 12month renewable contract 4 years project Project Petrochemical Plant Purpose To provide general project engineering direction and assurance in the pre mobilization enabling work activities in Qatar in order to commence and execute the site preparation work on site in Ras Laffan Industrial City. To oversee the premobilization activities of the contractor to ensure timely commencement of work on site. Manage the execution of the work on site through to the handover of completed areas to Company and the final demobilization of the contractor. Accountabilities To ensure identification resolution of the activities required to enable the successful mobilization of the Contractor. To ensure that the Contractor fully meets all the requirements of the Company in accordance with the terms of the contract. Prior to starting work. To ensure the contractor meets and performs his work in accordance with the HSSE standards required by the Company. Champion and embed the goal zero mindset through leadership and participation of the Goal Zero program. To review and approve the Contractors safety execution plans and ensure the contractor performs in compliance with these. To ensure the contractor works in full compliance with the Permit to construct and other necessary permits required for his work. To ensure contractor meets the obligations required under the terms of the land lease agreements. Manage the performance of the Contractor in accordance with their obligations responsibilities as required by the contract. Ensure timely and accurate reporting of the contractors' performance. To proactively intervene and provide direction where contractors plans fall short or Contractor is underperforming Manage and develop the owner's team on site to ensure safe and effective management of the contractor. To provide assurance for the owner that contractor is performing is accordance with his obligations under the contract. Implement the Management of Change process for changes to the scope or documentation and ensure the necessary records and documentation are available in support of the changes. Manage the field measurement and oversee progress on site. Ensure the necessary Quality Assurance is implemented in accordance with the agreed quality plans and internal assurance requirements. Ensure timely handover of completed work in accordance with the terms of the contract. Facilitate interface issue resolution between relevant parties Liaise with interface team and parties on a regular basis to identify and manage interfaces and ping these issues to closure. To act as Company representative for interfaces with the site preparation work. Identify and promote sharing and implementation of best practice. Challenges The enabling activities are poad and many are critical activities which must be pursued to completeness for the timely mobilization of the selected contractor. The development work is characterized by having multiple interfaces and party's to work with requiring diligence persuasiveness and strong interpersonal skills. The schedule will ping pressure to the resolution of issues to meet the strict deadlines working to a fixed delivery will require organization and prioritization to achieve. The reputation of the QPPetrochemicals Project is to be maintained and built upon through this early work and will attract a significant focus on performance. Understand contractors issues and challenges and reach a mutually supported solution requiring cooperative approach but decisive and strong. Demonstrate perseverance and drive to ping issues to closure using strong influencing skills and ability to deliver through others .Company seeks to Raise the Bar in safety performance welfare and quality the candidate must empace this aspiration and actively pursue this in the work. To capture and apply best practices and lessons learned from recent large international projects in pursuit of top quartile performance for the project. Experience Minimum of Bachelor degree in engineering or equivalent 5 10 years experience in project management engineering and construction of Oil Gas facilities of which at least 5 years should have been as Project Engineer Project Manager position preferably with direct experience in Ras Laffan Industrial City. Proven effective and strong communication and organisational skills with a strong personal drive to meet deadlines and specific targets. Experience in leading frontend development activities construction management tendering contracting. Strong and demonstrated personal commitment to HSSE Leadership and experience in managing HSSE throughout all project phases Experience in building and leading teams. Broad knowledge and experience of Project Engineering techniques tools and practices Proven track record in change management.
