Project Cost Team Leader
Job Description A major international company requires a Project Cost Team Leader to join on an annual renewable contract for an assignment based in Dubai for a project based in Iraq with infrequent travel to Basrah required.
The intent is to increase the existing Field production from nominally 1.0 mbopd to more than 2.0 mbopd. This will be achieved through well work and associated drilling activities new processing facilities utilities and offsites. Reservoir pressure is a key aspect of the Development and water injection rates will increase substantially. The anticipated implementation of the Development will require a considerable infrastructure capital spend with the first new production facilities expected to begin production towards the end of the decade. The existing production facilities will continue to operate throughout the phased implementation of the new assets representing a unique challenge in integrating the brownfield production to the new greenfield facilities.
The primary areas of surface facility work to support the Oil field development are as follows
o Rehabilitation and expansion of processing facilities ongoing.
o Early power generation project.
o Produced water collection separation transmission and injection phased.
o New power generation and distribution systems phased.
o Oil and water processing facilities phased.
o Associated offsites Main Automation Contractor MAC Telecoms System Integration TSI.
The Development's prioritised objectives are
o Achieve the highest safety health and environmental standards during engineering construction and startup.
o Achieve high quality standards for safe and reliable operations.
o Achieve minimum schedule consistent with aforementioned objectives.
o On time delivery.
o Achieve benchmark cost performance and delivery on budget.
o Utilisation of Local Content.
As the project moves out of Select and into Define and Execute we are looking for talented and experienced project professionals to join the Full Field Developments Team.
Overall Job Description and Key Deliverables
o The Project Cost Team Leader will direct oversee and actively participate the following activities
o Maintain the cost database system to monitor and track the overall project budget forecast and actual costs. In addition the Project Cost Team Leader is responsible for monitoring all cost data provided by contractors assigned to the project participating in the project Management of Change process coding of all requisitions purchase orders contracts invoices estimates and developing and maintaining all required cost logs and registers.
o Establish and maintain relationships with project partners and function to obtain and exchange data and information.
o Immediately following clarification of the project organizational structure and control requirements a project WBS should be implemented to categorize and report costs.
o Prepare cost stage gate deliverables.
o Implement the Cost Database System for cost management and reporting during the Define stage so that the system is fully operational from the beginning of Execute.
o Develop the Control Budget from the phased Final Cost Estimate incorporating any changes made to the proposed estimate during the approval process.
o Develop and maintain a phased forecast profile based on Value of Work Done VOWD and use this to compare variances with actual VOWD and Control Budget.
o Agree with Finance amp Accounting how accruals will be developed and transmitted and maintain a record of accruals.
o Develop and maintain a process to track actual booked costs.
o Validate contractor data for accuracy and compliance with project controls requirements stated in the contract.
o Ensure budget exists prior to award of the contract or approval of the purchase order.
o Verify contractor invoices Comply with contract terms and conditions comply with the established Delegation of Authority and are processed on time.
o Develop and maintain an Invoice Register in the Cost Database system ensuring all supporting documentation is readily available for audit purposes with partners for efficient cost recovery.
o Develop and maintain a Commitment Register in a Cost Database system to catalogue budget obligations.
o Develop a process to track change ensuring any cost and forecasts for rework are separately identified by project phase.
o Monitor change orders and maintain detailed records of project decisions and contractor actions.
o Develop and maintain forecasts of the most probable cost
Skills and Qualifications
A suitable candidate will have BS degree in Engineering or Chartered Status or equivalent experience and 5 to 10 years' experience in project cost engineeringcontrol positions of Oil and Gas related projects. Previous experience of working within a multicultural and multidiscipline environment. Excellent interpersonal skills and ability to deliver exceptional results in difficult project environments. Position holder will be required to go on business trips to Iraq for a which a medical must be completed and passed.
