Procurement Department Manager
Job Purpose
Source and purchase goods and services through managed relationships for defined supplier groups Raw Materials Specialized Materials General Materials and Services related to the company’s procurement activity and be accountable for the effective planning development and implementation of policy related to procurement to meet the needs of internal stakeholders in accordance with agreed annual performance plans and targets.
Accountabilities
•Oversee the development and improvement of comprehensive procurement policy and processes to ensure that goods and services are sourced at the right quality cost time and from reliable sources.
•Ensure procurement policy and processes are implemented in order to ensure that highest level of performance are achieved.
•Advise on interpretation of procurement policy providing expert advice and guidance to management in order to support the achievement of corporate objectives.
•Conduct robust formal impact assessments and cost benefit analysis on market trends and delivery systems dynamics in order to assess present and future material availability and price evolution.
•Lead supplier base development effort and supplier qualification and risk assessment ensure cost effectiveness consistent quality and delivery performance.
•Conduct negotiations with Vendors and engineer longterm Frame Agreements with Strategic Suppliers to obtain best price and optimum payment terms that protect company’s interests.
•Monitor supplier agreements through key performance indicators and report on achievements.
•Coordinate closely with operations and support functions regarding planning upcoming material requirements on a quarterly and monthly basis in order to prioritize requirements take proactive steps to reserve and secure materials.
•Take lead oversee and manage the daily operations of procurement activities functions and coordinate on production planning schedule raw materials requirements status and other activities.
•Prepare and manage annual budgets and operating plans that accurately represent anticipated operation and development costs and so allow accurate business planning and cost management.
•Follow up on business processes from PR to Shipping Document issuance to ensure that the procurement functions are carried out as per the time frame at lowest possible cost.
المهارات
Qualifications Experience amp Skills
•Bachelor's Degree in Engineering Business Administration Commerce Economics Finance or equivalent.
•7 years’ experience in Strategic Sourcing for large spend categories particularly Steel and Metals Industry.
•Strong contract negotiation and supplier relationship management experience.
•Good exposure to different kinds of suppliers and experience in KSA market.
•Functional knowledge of SAP and MS Office applications.
•A high level of English amp Arabic language skills both written and oral.
•Strong planning amp organizing skills.
•Strong analytical skills.
•Ability to think in complex and ever changing situations.
