Description and Desired QualificationsCH2M Hill are looking to recruit a Procurement Manger to work in one of the following locations UAE Qatar or India.
This position is responsible for managing the procurement operations of CH2M HILL for assigned projects or a Business Group or regional location to effectively and proactively plan coordinate and control execution of the procurement activities on the projects.
The successful candiate will be responsible to the Project Manager and the Business Group Management for delivering results in regard to ontime performance cost savings and quality achieving project objectives and valueadded expectations and compliance with established policies and procedures.
You will need to have a thorough knowledge and understanding of procurement concepts principles and practices as applied in the engineering and construction industry project delivery processes and relationship expectations with suppliers subcontractors clients and the project team.
Be able to understand how the procurement functions integrate with and impact other functions in the project delivery process.
Have knowledge and understanding of the concepts principles theories compliance requirements and the type and nature of the operations and work undertaken in the assigned Business Group regional location or projects.
ROLE
- Manage procurement resources and direct procurement activities required to support the planning and execution of procurement for operations or projects for a Business Group geographic region a procurement function on a major project or a specific project.
- Provide direction and expertise to procurement related activities for projects within a Business Group or geographic region in support of the planning and execution of operational requirements and projects.
- May be assigned to a role of Procurement leadership on a specific project or program requiring more experienced Procurement leadership.
- Represent Procurement at Business Group regional or project strategy coordination meetings.
- Ensure Procurement is engaged in business development and proposal support activities. Act as the focal point for all matters relating to the acquisition of goods and services for a project during the proposal process.
- Provide the necessary written graphic and pricingcost information in support of the proposal process. Provide budget estimates for Procurement labor hours as well as for anticipated materials equipment and services in support of the proposal process.
- Provide preliminary risk assessment related to the Procurement activities assumed by the proposed Prime Contract. Provide a preliminary strategy for procurement execution including any mitigation of risk assumed by the proposed Prime Contract.
- Participate in Business Group reviews of business opportunities as the Procurement representative for those reviews.
- Plan for and budget all the Procurement resources and systems necessary to support Business Group operations and projects andor major domestic or international projects for a geographic region.
- Establish and maintain effective training programs to develop existing personnel in support of regional or Business Group projects.
- Understand and be aware of changing market conditions with regard to availability and cost of procurement resources as well as movement and trends in the pricing of materials equipment and services.
- Participate in development of Project Execution Plans.
- Ensure full compliance with Procurement Policies and Procedures by the project procurement team.
- Maintain performance metrics to measure the performance of the Business Group or region with regard to cost savings ontime performance and quality of goods and services.
- Assist in the resolution of purchase order and subcontract disputes.
- Effectively communicate with Enterprise Procurement Management Business Group Management internal departments and with Clients on Procurement issues.
- Review major purchase orders and subcontracts prior to execution and participate in all major negotiations with suppliers and subcontractors.
- Recommend sources of supply when requested including minority and women owned businesses where applicable.
Basic QualificationsEducation
- Degree in Business Law Engineering Supply Management or other applicable field and training in procurement.
- Experience in lieu of a degree is acceptable.
Experience
- Significant Procurement experience with tme in the engineering and construction industry.
- Significant experience in managing procurement operations on major projects including drafting and formulating contracts bidding negotiating and administering major purchase orders and subcontracts and the specific procurement functions involved.
- Supervisingmanagement of procurement staff andor other disciplines preferred.
- Assignment to this level of Procurement Management is determined based on numerous other experience factors including complexity of projects worked size and value of projects and number of associated procurement functions mastered.Degree RequiredBachelors or 4 Year DegreeWhat you will find
