Head – Commercial and Operations
The Head – Commercial amp Operations provides leadership management and professional expertise to management of Contracts Commercial Procurement Quality assurance and Operational services across commercial activities of CERT’s business operations. The incumbent will collaborate develop and implement innovative growth focused commercial and portfolio strategies with primary focus on contracts agreements emerging productsservices clientindustry segments and partnerships. He She will oversee the development and maintenance of Joint Venture agreements corporate contracts commercial agreements legal amp contractual compliances visàvis project deliverables and ensure institution wide quality assurance data that aligns with the HCTCERT institutional effectiveness framework and strategic initiatives.
• Develop implement and optimize commercial strategies of the organization.
• Develop and manage the Portfolio Strategy Plan and Budget.
• Collaborates the value drivers of the business and identify profitable commercial opportunities to enhance efficiencies performances including impact on contracted deliverables revenue and costs.
• Identifies and mitigate risks to business visàvis new commercial opportunities and ensure limited risk and liability through contract evaluation negotiation and management.
• Ensure all commercial activities meet and improve on projectprogram budget cost volume and efficiency targets.
• Provide timely and appropriate Legal amp IT advisory to all BU’s in coordination with internal and external agencies.
• Engage with industry and stakeholders collaborate with Division Heads to instill organizationwide best practices.
• Render leadership to development and audit of Contract and Procurement policies and procedures oversee procurement plans RFP and award of contracts
• Review all tenders coordinate contract execution and monitor project management agreement compliances.
• Implement management protocols and procedures to manage contractual variations conflict and dispute resolutions.
• Support incorporation of companies establishment of licenses and regulatory approvals.
• Establish Quality Assurance frameworks and compliances to quality standards work ethics and core values across systemwide service level agreements service deliverables
• Monitors performance of quality management system produce data and report on performance standards trends and reinforcement strategies.
• Oversees the continuous improvement and maintenance of online systems that monitor academic performance and enable institutional effectiveness indicators for the system.
• Supports Institutional Research and Accreditation in providing data and information requirements.
• Manages policy and procedures to ensure alignment with HCT and accreditation requirements.
• Leads the development and implementation of institutewide academic quality assurance processes and accountability measures that are aligned with international best practice HCT strategic initiatives and the strategic objectives of the Planning and Institutional Effectiveness unit.
• Interacts with the Institutional Effectiveness Planning Team to gather data in support of related research
• Formulates departmental goals objectives and priorities
• Demonstrates a commitment to HCTCERT's Emiratization program and professional development initiatives for UAE National employees
• Contributes to the development of the HCTCERT by participating in HCT system and college management teams by observing and implementing College and systemwide policies and procedures and by participating in extracurricular activities and community events
• Travels to other HCT colleges to attend meetings workshops and conferences as required
• Performs other duties as assigned by the Supervisor
Skills
•A minimum of 15 years of related work experience in the field of Commercial Operations Procurement Contracts Management Retail Sales Product Management and quality assuranceimprovement with at least 8 years spent in a supervisory leadership role in an MNC andor Academic institution.
•Demonstrated knowledge and application of best practice procurement and contract management techniques.
•Demonstrated experience in drafting negotiating executing and managing contracts service agreements.
•Exceptional stakeholder management experience in a global environment preferably within learning solutions and expertise in vendor management and 3rd party consultants.
•Hands on experience in commercializing strategies and driving business results in a dynamic project management environment.
•Skilled in the development of business plan statistical businessmarket research analysis and methodologies.
•A high degree of computer literacy and demonstrated ability to integrate technology into the learning environment and business product service development.
•Current knowledge of industry practices trends and issues and excellent understanding of Legal Fiscal and commercial aspects of Procurement and Contracts.
•Superior interpersonal skills as demonstrated by the ability to form professional relationships at all levels within the organization and with appropriate external stakeholders
•Highly developed organizational communication and presentation skills
•Strong management or leadership skills as exhibited by experience in effectively leading a team andor chairing committees
•Overseas work experience within a multicultural environment would be advantageous
