Role

During the construction phase

To take responsibility for the establishment and activation of the Operations and Maintenance Department to meet the construction programhand over schedule. To participate in site quality inspection and commissioning programs during construction ensuring that the company’s interests are properly represented at all times. To identify and receive all OampM manuals and other documentation as required before contract completion.



During the operational phase

To ensure the effective implementation of and ongoing compliance with Engineering Policies and Procedures as they relate to the operation and maintenance of the facility. To manage the day to day running of the Operations and Maintenance Department. To participate as part of the Engineering management team in the running of the facility 247.



During the building construction phase

1.Develop all engineering policies and procedures.

2.Develop the operations and maintenance workforce plan prepare job descriptions and participate in staff recruitment.

3.Identify and implement all operations and maintenance arrangements including those provided by third party suppliers prior to building hand over.

4.Develop the operating supplies and equipment lists for the Operations amp Maintenance Department and assist as required in the specification procurement and selection processes.

5.To identify and implement a computer assisted facilities management software system including the customization to meet specific organization needs.

6.Participate in the development and execution of the facilities testing and commissioning process including the development and close out of any post hand over defects rectification.

7.Take receipt of all OampM manuals from the contractor prior to hand over of the building.

8.Develop training and competence assessment manual for the Operations and Maintenance Department.



During the operational phase

1.To assist with the preparation and manage the Operations amp Maintenance Budget and to report financial progress on a timely basis.

2.To assist the Director of Engineering to prepare the annual Capital Expenditure Plan.

3.To review all purchase requests and invoices for the Operations amp Maintenance Department.

4.To monitor and control utilities consumption ensuring optimum energy usage.

5.To ensure each section of the Operations amp Maintenance Department is managed effectively and that performance standards are set and routinely reported against.

6.To operate maintenance procedures that complies with local government and international standards.

7.To ensure Departmental Operations Manuals are prepared updated and audits carried out to confirm compliance.

8.To operate comprehensive preventive maintenance and operations programs and maintain a comprehensive library of manuals and maintenance records.

9.To maintain all external areas.

10.To ensure that the physical inventories of all supplies and operating equipment are being taken on a monthly and a quarterly basis respectively.

11.Maintain and regularly review and effective training and competence assessment process for the Operations amp Maintenance Department.

12.To handle all maintenance requests from staff and guests in accordance with agreed standards.

13.To make sure that all documents related to the operation of the department are being kept up to date and that all records are correctly maintained and filed.

14.To be responsible for Corporate Life Safety and Business Continuity procedures.

15.To deputize for the Director of Engineering as necessary andor instructed.

16.Recruitment and management of all staff in the Operations amp Maintenance Department.

17.To participate in the engineering duty roster.





QualificationsTraining required

•Bachelor’s degree in related engineering discipline.

•Minimum of 7 years’ experience in a management role in healthcare or hospitality industry.

•Experience in organization startup and commissioning new facilities would be a distinct advantage.
