Wafra Joint Operations a partnership of Saudi Aramco and the Kuwait Oil Company have awarded a services contract to WorleyParsons. The contract is to provide engineering and project management support to the operation to upgrade existing facilities and establish new facilities to the existing oil production operations. The contract has 4 years duration.

Primary objective Develop coordinate and manage procedures to ensure the efficient cost control of the Projects including the recording controlling forecasting and reporting of all financial matters.

Specific Accountabilities

• Responsible for the provision of current status information on all Contracts Purchase Orders Affiliate Work Order


• Responsible for provision of accurate monthly expenditure information for incorporation into the month end cost report.


• Responsible for the identification investigation and subsequent resolution of anomalies between separate project cost information


• Responsible for ensuring that expenditure limits as identified in commitment documentation such as Work Authorizations are never exceeded.


• Responsible for understanding and maintaining the project interest with regard to invoice processing. This shall include but not limited to comprehensive cross checking of Project Invoices for accuracy and Contract compliance etc ensuring correct cost coding ensuring that payment timings are maintained and ensuring invoice approvals are in accordance with Project delegation ofAcircnbsp Authority.


• Responsible for maintaining amp manning records of all project staff including the collection and collation of time sheets from all staff and contractors etc the timely provision of cost information for manpower for inclusion into the project reports.


• Responsible for the collection and maintenance of man hour expenditure records relative to NGS. These manhour records will be utilized for the compilation of Project Safety Statistics among other things.


• Assist in the maintenance of comprehensive Project Cost records in preparation for future audit review. This shall include amongst other things the maintenance of a comprehensive filing system which identifies commitments and expenditures and the maintenance of registers of invoices costs etc.


• Responsible for the production of various reports on adhoc basis or at regular intervals to presentAcircnbsp to Affiliates or other interested parties.


• Maintains a monthly reconciliation between Project Accounting Information derived from accounting system and information utilized to produce the monthly cost report.


• Establishes lines of communication and effective working relationship with all groups within Contractor or with external groups who are associated with the commercial aspects of the project. This would be required in order to ensure the timely receipt of required cost information.


• Liaise with Worley Corporate and Client accounting groups to establish a project cost control and reporting methodology


• Develop implement and control the project accounting and job costing system to meet project requirements


• Take ownership of the cost control function and ensure integrity of the data being processed


• Interface with project personnel to develop project forecasts and analyse project costs


• Preparation of monthly financial reports for the project.Acircnbsp Also prepare other financial analysis as required on an adhoc basis


• Implement financial controls including controlling authorisations of expenditure and cash flow projections


• Preparation of budgets in conjunction with engineering and construction team members


• Ensure effective coordination and cooperation between other team members particularly in regard to cost planning forecasting and procurement matters


• Prepare and control Inter Entity Work Orders


• Provide adhoc cost control support advice to Project Engineers and Management.


• Quality Assurance Responsible for working within the provisions and guidelines of the Quality Assurance system relevant to the BU etc


• Safety Responsible for personal safety safe working practices for the BU etc. Understand and follow OHampS procedures.
  
  Essential SkillsExperience
  

  
  
  • Degree Diploma
  
  
  • 10 years total experience
  
  
  • 5 years experience in Oil amp Gas Petrochemical industry.Acircnbsp
  
  
  • Must have minimum 5 years experience in Cost Control
  
  
  • Engineering qualifications or equivalent experience in engineering construction preferable.
  
  
  • Proven computer literacy skills with experience in cost and project control computer applications
  
  
  • Proven ability to communicate effectively with others verbally in written communications and in presentations meetings.
  
  
  • Ability to effectively and efficiently plan prioritise all areas of responsibility such as Budgets Time management Resources training and succession planning.
