Job Purpose
Senior Contracts Manager for Riyadh Public Transport Programe
Job ResponsibilitiesAccountabilities
Act as the primary contact between the Metro Project Delivery Team and the PMCM's in relation to the management and administration of the PMCMs' contracts.
Support the Metro Project Delivery Director in the management administration and monitoring of the PMCM contracts in accordance with the defined responsibilities of the PMCM as the Engineer in the DB contract and in relation to any delegated duties.
Establish the necessary supporting contract management and administration processes and procedures.
Review and approve the PMCMs' Annual Service Delivery Plans which sets out the objectives services main activities resources and proposed expenditure for the year.
Review and approve the PMCMs' monthly progress report on the performance of their services and chair the monthly progress review meeting.
Report on the performance of the PMCM contracts in the overall Program progress report including the utilisation of resources and costs against budget.
Administer contract price changes to the PMCMs contracts based on agreed changes either as directed by the Client or as requested by the PMCMs.
Review any claims from the PMCM make recommendations to the ADA and engage the specialist contracts and legal support manager and the ADA's Senior Legal Counsel as necessary.
Deal with issues manage risks and escalate early warnings to the PMO as necessary.
Facilitate weekly commercial meetings with the PMCMs.
Review and approve PMCM monthly invoices.
Work with the Bus Program contracts managers to establish consistent processes.
In relation to the PMCM contracts
Obtain assurance over the PMCMs' processes for reviewing the DB's monthly invoices.
Facilitate and monitor the payment of the DB's invoices.
Administer contract price changes to the DBs' contracts based on agreed changes either as directed by the Client or as requested by the DBs.
Review and coordinate the ADA's specialist contract or legal input into any DB claims or disputes after advice from the PMCMs and report to the Metro Project Delivery Director.
Review the monthly progress reports from the PMCMs and DBs and attend the monthly review meetings.
Work with the Bus Program contracts managers to establish consistent processes. Basic Qualifications
Job RequirementsQualificationsExperience
At least 20 years of postqualification experience.
At least 7 years in a senior contract management role.
International experience of the delivery of major urban transportation or infrastructure programs as part of the client or program management team.
Management and administration of major consultancyproject and construction management contracts and design and build construction contracts.
Specific experience of
Claims management and resolution
Dispute resolution
Change management and administration
Contract negotiation
FIDIC design and build contacts or similar
Contract administration processes and systems.
Experience of working in the Middle East and KSA.
Qualifications and memberships
Degree level
