Senior Manager. Network wide Facilities

Job Purpose

To ensure the Service Delivery Organisation provide successful management of their programmes to meet its obligations by delivering network wide facilities organisation and implantation of the facilities management system.



Duties Responsibilities

Strategic

Works closely with the Maintenance Manager on MEP including the BMS. Develops alternative views of facilities management to achieve the greatest return

Develops and maintains strategy and dependencies on the facilities management

Determines core competencies of facilities management

Manages the change management.

Operational

Manages entire life cycle design construction commissioning operating maintaining repairing modifying replacing and decommissioningdisposal of Qatar Rail physical and infrastructure facilities.

Manages the day to day running of building and assets.

Manage the transition from construction to operation.

Ensures that the FM Service Provider is complying with the contract terms.

Manages and controls the network wide facilities excluding train operating systems but including the work by the department consultants and contractors.

Provides accurate and timely information on all aspects of the facilities management organisation and implementation.

Keeps tight control of the facilities management e.g. requiring daily reports

Delivers frequent reports ensuring accurate information and timely analysis.

Prepares adhoc reports that include updates of the status of the facilities management organisation and implementation.



Financial

Manages the process of operating maintaining upgrading and disposing of facilities costeffectively

Develops a prioritization scheme of facilities to optimize the budget

Provides input for payment and final account processes for the department including consultant and contractors



People

Fosters a working environment that promotes facilities management learning culture consistent with Enterprise Business Function Program and Projects objectives and values including the training and development of staff.

Establishment of good professional and proactive relationships within the department and with consultants and contractors.


Skills


Desired Profile

Hard Competencies

Education Degree in engineering in related discipline or equivalent

Experience Minimum of 10 years hands on experience in facilities management in a Construction and Facilities or rail Operations and Maintenance with demonstrated experience in using Maximo Oracle SAP software to effectively manage control and communicate the facilities and production of facilities reporting.

Professional Training Maximo Oracle SAP software



Skills

Extensive knowledge and understanding of facilities management Building Management Systems BMS and development of CAPEX and OPEX estimates.

Demonstrated experience of conducting facility workshops presenting facility management to senior management.

Highly experienced in using Microsoft Office Software EXCEL WORD POWERPOINT MS PROJECT and VISIO and BIM.
