Activities

149 Undertake design reviews of existing operational plant fixed fire protection systems advising on deviations from current specifications to incorporate changes in technology and risk and reflecting industry best practice.

149 Carry out technical evaluations of buildings and other civil engineering work to ensure compliance with relevant standards of fire protection engineering.

149 Act as Fire Engineering advisor to special projects determining design criteria for fixed and portable fire protection systems.

149 Act as Fire EngineeringEMS focal point for major capital projects including design and layout of buildings incorporating automatic fire detection systems and fixed fire protection systems including fixed fire protectionfirefighting systems for hydrocarbon facilities and mobile firefighting appliances.

149 Undertake preoccupancy inspections on industrial commercial and domestic properties with a responsibility to provide solutionsdesign changes for passiveactive fire protection measures and recommendations for life safety provision.

149 Make design studies of proposed industrial commercial and other property considering factors such as fire resistance of construction materials usage or contents of buildings water supplies and water delivery and egress facilities and report and advise accordingly.

149 Recommend materials or equipment such as structural components firedetection equipment alarm systems fire extinguishing devices and systems and advise on location handling installation commissioning and maintenance requirements.

149 Liaise with Production Process and Safety departments to establish Shutdown activities rescue plans and emergency response strategies taking account of production targets and operationalshutdown activity constraints.

149 Act as company authorized signatory for acceptance during commissioning activities for fire protection systems.

149 Ensure that inspection testing and maintenance of fire fighting equipmentappliances and audit of fire prevention systems are carried out and recommendations for improvement are put into operation.

149 Lead and manage a small team of technicianscontractors for projectsplanned maintenance and reactive work and ensure timely completion of work within allocated resources.

149 Analyse results from quantitative data to provide trend analysis on the performance of fire protection systems and develop the results to predict failure rates and provide gap analysis for benchmarking.

149 Recommend materials equipment and methods for the improvement of conditions conducive to fire protection and prevention.

149 Devise fire protection programs and organize and educatetrain personnel to perform such programs.

149 Provide subject specific expert advice for Level II Risk Assessments.

149 Provide guidance where appropriate to operational fire crews.

149 Develop and deliver subjectspecific Continual Professional Development CPD lectures for EMS Officers participating in internal and national career development programs.

149 Continually evaluate and advise company and EMS with respect to laws regulations and approved codes of practice affecting fire engineering fire prevention and fire safety strategies.

149 Conduct research and tests on fire retardantssuppressants and fire performance of materials and equipment to determine fire causes and methods of fire prevention.

149 Investigate and analyse the cause of fires prepare reports and implement lessons learned to provide an effective company fire prevention strategy.

149 Advise on and plan for the protection of people environment and assets from fire and explosions and advise on the prevention of damage by fire wind water or other causes.

149 Act as an advisor to other company Departments and Project groups in relation to the safe delivery of projectsservices and other work affecting company assets.

149 Undertake investigations and provide written reports of operational incidents providing analysis recommending relevant changes in operational procedures and equipment.

149 Act as an EMS team focal point for all matters affecting fire engineering and fire fighting operations.

149 Prepare third party service contracts for the procurement of goods and services in line with Company and national regulations.

149 Direct and advise on the preparation of the annual budget request to ensure all maintenance programs and activities are properly funded.

149 Monitor budget reports and investigate and reconcile any significant variances to ensure effective performance and cost control.

Create and prioritise development programs for Qatari Nationals undergoing training as Engineers as required.

Operates within a wellstructured environment with a clear reporting framework and clearly defined objectives and polices.

Required to provide direction and work effectively in a complex multinational multidisciplinary environment.

Internal

149 Daily meetings with EMS Head of Operations

149 Regular meetings with operations and other related company departments

149 Regular contact with the Plant Operations Safety Committee POSCO through the provision of expert advice and services as a member of the multidisciplinary team.

149 Frequent meetings with other staff members in EMS.

149 Periodic attendance at Job Safety Analysis meetings as appropriate.

External

149 Regular meetings with Mutual Aid Agencies.

149 Regular contact with institutions to remain current with training developments.

149 Represent the Company as required at meetings involving project site companies.

149 Provide subject focal point for coordination of multiagency exercises and operations.

Develop and maintain effective working relationships with suppliers of goods and services to company and EMS.

Problem SolvingCapability

Role is required to identify and analyse complex technical logistical and safetyrelated fire engineering problems and to provide workable solutions to these issues within the resource limits set by the Company.

Required to maintain current level of competencies within own career development plan identifying appropriate and relevant programs to develop knowledge and experience base.

Decision making Authority and responsibility

Has autonomy over scheduling and planning of work within approved programs with work being reviewed regularly by the EMS Head of Operations.

Must work with minimum supervision during routine operations.

Status Staff Required Qualifications Knowledge Skills and Experience

Graduate Fire Engineering degree or equivalent from a recognised Engineering course.

Extensive experience in general engineering especially heavy engineering engineering management and maintenance a prerequisite.

Member of either the Chartered Institute of Building Service Engineers or the Institution of Fire Engineers highly desirable.

Minimum 10 years146 relevant fire services experience with at least 5 years at the supervisory level in Emergency Response Services.

Well developed written and oral English skills.

Good interpersonal communication and leadership skills especially within a multi cultural and multi agency environment.

Possess sound working knowledge of PC based systems and generic software applications.

Proven management skills and experience in a relevant environment.
