The Opportunity

In a few decades after the discovery of oil a nation of fishermen and traders has transformed the country into one of the richest and most developed nations in the world offering stateoftheart amenities secure infrastructure facilities and technical excellence.



The Ministry of Public Works MPW has handled most of the State's projects for the construction of buildings and infrastructure and therefore plays an important role in the infrastructure development of the country . In order to ensure they achieve certainty of delivery and to the level of international standards expected by developed countries and communities MPW is seeking global best practice using international consultants and by demanding a transparent collaborative and committed approach to their programme of work.



The Project



MPW wishes to appoint an experienced Programme Project Management Consultant PMC to undertake a complete review of their existing Project Management operations gap analysis bring them up to international standards by way of compiling a bespoke set of processes and procedures and then to ensure compliance with the new processes and procedures by providing the required training mentoring shadowing and auditing. The ultimate success factor of our service will be to achieve significant organisational development of the various Ministry departments so that the knowledge experience and behaviour of the Ministry's project managers and their supporting staff are enhanced in a carefully planned and structured way and that there will be tangible improvement in the performance of the Ministry's numerous and varied projects.



The project is broken down into 3 phases Strategy Transition and Support Phases over a total period of 30 months



The Role



F G needs to nominate an experienced Planning Manager Engineer to form part of the team in Kuwait. This person must be forward thinking experienced in the requirements of all phases of a project with multidisciplined teams and relish the challenge of helping restructure an organisation to ensure that they are capable of operating to global industry recognised best practice. The Planning Manager Engineer must be ready to move to Kuwait in October 2013 with the intent of staying for at least 1.5 years.



Job Details

The Planning ManagerEngineer will be a degree qualified professional who has reached Managerial level capable of reviewing existing operations within an organisation through all project phases processes and procedures in both office and site assessing both the strengths and weaknesses and assisting in compiling a bespoke set of process and procedures of all of the activities including but not limited to quality progress commercial matters value safety design and construction and providing planning leadership direction and technical expertise to manage complex tasks and multidisciplinary projects



As a minimum qualification he must have a Bachelor Degree or equivalent in a related field be a member of a recognised professional body 15 years experience and preferably have experience similar to this projectrole. It is also preferred that he should have a minimum of 5 years experience working in USA Canada or Western European Countries.



The Planning ManagerEngineer will also be responsible for maintaining and enhancing F G reputation with MPW and developing effective long term client relationships thus identifying and developing new opportunities for the Group.



bull An experienced Planning ManagerEngineer with a demonstrable track record in the delivery of large multi functional projects.



bull Knowledge of project controls procedures.



bull A rounded profile comfortable with planning analysis and managing process and commercial considerations. The successful candidate should also be able to drive for a successful delivery.



bull Effective in building good working relationships within complex structures both within projects with clients and internally.



Principle Activities

• Review existing operations within a Government organisation through all the project phases particularly those related to Planning Management assessing both the strengths and weaknesses and compiling a comprehensive report for presentation to the client.
  


• Part of a project team responsible for compiling a bespoke set of process and procedures of all of the activities within the organisation including but not limited to quality progress commercial matters value safety design and construction.
  


• Part of a project team responsible for training client personnel in project processes and procedures ensuring that the client organisation is aligned with best practice and can operate in a professional manner.
  


• Preparation and implementation of KPI's
  


• Preparation and management of overview and strategic programmes including design procurement and construction schedules together with supporting information required schedules
