HSEQ Senior Manager
.
Maintains working relationships with construction engineering and other disciplines within the FKC organization as well as Fluor corporate.
Advises Fluor senior management in HSEQ areas.
Develops a staffing plan. Provides HSEQ input to the project manhour budget. Staffs the project with qualified HSEQ personnel in coordination with HR.
Acts as the Fluor Project Quality Representative PQR. Develops the annual audit plan. Enters all data into the Fluor Quality Management System QMS database.
Schedules Fluor Discipline Auditors. Acts as Lead Auditor for all internal audits. Reviews all audit reports.
Assists and facilitates all client and external audits. Acts as the project key contact for ISO 9001 audits and certification.
Promotes coordination between the PMC projects.
Maintains knowledge of safety policies and procedures.
Performs assigned duties in a safe manner. While supervising others has responsibility for their safety and ensures that they comply with established safety policies and procedures and practice safe work habits.
Promotes security sustainability and environmental awareness initiatives as needed for the team.
Oversees preparation of all HSEQ weekly monthly quarterly and other reports to client and Fluor corporate.
Plans implements and coordinates programs to reduce and eliminate injuries illnesses deaths environmental damage and financial losses both in the office and at project sites.
Conducts or directs research studies to identify hazards and other safety risks. Directs mitigating plans to control risks. . Promotes accidentprevention and programs as required for projects.
Promotes consistency of HSEQ procedures between projects and alignment of Contractor's procedures with KOC procedures. .
Directs evaluations of HSEQ programs using established client goals.
Oversees incident investigations and conducts investigations of incidents that could result in litigation.
Develops and presents recommendations and advises all levels of management to ensure balance between productivity and the safety of team members subcontractors and visitors.
Creates and establishes project HSEQ programs to address program gaps.
Maintains liaison with client representatives management and staff on HSEQ matters.
Assists other Fluor business lines projects and company organizations with their HSEQ programs.
Produces and supports HSEQ education and training programs inclusive of Explosive Ordinance devices and Permit to work authorization.
Advises consults guides and assists sectors divisions regions or corporate departments in HSEQ matters.
Initiates and maintains HSEQ awareness programs and fosters such programs to improve awareness.
Provides guidance to management through interpretation of HSEQ Practices and Procedures legislation and regulations.
Reviews key correspondence with the client.
Promotes HSEQ ongoing improvement initiatives.
Facilitates HSE Week Town Halls and other events and campaigns as needed.
Inspects monitors and evaluates HSEQ programs for value and effectiveness.
Oversees records reports and documents required to meet KOC FKC and State of Kuwait regulatory requirements.
Oversees the implementation and update the HSEQ portion of the orientation program for project employees.
Identifies and approves overall HSEQ project plans contractual arrangements schedules activities and milestones.
Establishes project HSEQ staffing requirements and coordinates staffing with the Construction Manager and supporting business line managers.
Promotes Lessons Learned documentation implementation and validation.
Promotes sharing of HSEQ knowledge and experience within FKC as well as KOC and fellow PMCs as applicable. Promotes global sharing and access to Fluor's Knowledge On Line KOL knowledge management system.
Performs other duties as assigned.
Basic Job Requirements
1. High School diploma 2. Eleven 11 years of HSE related experience
