As part of our Transportation Business Group you will deliver a high quality integrated transportation projects in one of the following areas of long distance high speed freight metro light rail systems highways and airports. These projects are in support of our clients' visions and the development of their growing and developing cities and economies in the Middle East and Africa region.

The role of utilities Assistant Resident Engineer is for the construction supervision of one of the Expressways projects. The Assistant Resident Engineer Utilities provides construction supervision services on the utilities aspects of the project to ensure that the design documentation is safely and accurately implemented on site and that the requirements of the construction contract are followed.

The Assistant Resident Engineer Utilities reports to the Resident Engineer Utilities responsible for the Expressways project and supervises Utilities Engineers and works inspectors.

Job ResponsibilitiesAccountabilities

• Assist the Resident Engineer Utilities in performing the contractual duties on site.


• Assist the Resident Engineer Utilities in the management and direction of a team of Utilities Engineers and Inspectors for the supervision of the construction of the Expressways designs.


• Assists the Resident Engineer Utilities in reporting on progress safety financial recommendations quality control and design modifications.


• Builds a trusted relationship with the management team and with the client's counterpart staff.


• Establishes an appropriate working relationship with the contractors.


• Places an emphasis on safe construction practices Target Zero and on maintaining a high quality of construction. Leads by example in driving safe practices on site.


• Assists the Resident Engineer Utilities in monitoring progress of construction against the programme and takes steps to ensure the programme is achieved.


• Ensures that the project quality control procedures are used for the highway supervision works and monitors it for improvement. Cooperates with audits required in accordance with the contract requirements and Halcrow's internal systems.


• Contributes to the safety and buildability reviews of the proposed designs.


• Evaluates selects and adapts construction management and control techniques procedures and criteria to suit job tasks and devises and implements solutions to problems encountered.


• Ensures that the Utilities Construction Supervision team members effectively identify manage and report project risks.

  • Recent previous experience within last 5 years as an Assistant Resident Engineer for major highway projects that are complex in nature and are ideally located in the Middle East region.
  
  
  • Experience in the construction supervision of wet and dry utilities on complex highways projects.
  
  
  • Minimum 10 year's post graduate experience in the design site supervision and construction management of major highways projects.
  
  
  • Have a BSc in Civil Engineering from an internationally recognized and accredited university.
  
  
  • Understand the aspects of site supervision and construction management of complex highways projects.
  
  
  • Be enthusiastic about improving the safety performance of site operations in Qatar.
  
  
  • Be able to communicate effectively with site teams and motivate them to meet the project objectives.
  
  
  • Good leadership skills and be able to work in a multicultural and multidiscipline team.
  
  
  • Excellent communication and report writing skills and good presentation skills in English.
  
  
  • Written and spoken Arabic skills are beneficial but not essential.
