Customs Clearance Manager

Vacancy: Customs Clearance Manager for a multinational company Objective / Purpose of the Job To consistently exceed our customers’ expectations and operational standards for delivered on time performance at an optimized cost, compliant with clearance processes, security and Health and safety regulations, with zero tolerance in respect to loss and damage. To ensure that the company is recognized as the “Best in Class” provider of clearance services in the industry through full compliance with national and/or regional legislations and regulations. Recognizing the changing requirements of our customers and the customs enforcement agencies. Proactively develops our processes and systems to reflect these changes. Meeting customs transit times and maintain good relationships with customs office. Key Activities / Accountabilities • Introduce and maintain the necessary policies and procedures to ensure efficient and effective management and control of regional clearance operations, so as to continuously improve standards. This will involve communicating, enforcing the procedures and ensuring compliance with local legislative requirements. • Ensure quality training and support is provided to ensure all staff are able to identify potential dangers to the core customs clearance operation and will refer directly to Global Customs. • Manage and provide clear direction on matters relating to company’s customs compliance standards and the protection of its clients approvals and authorizations. • Introduce and maintain the necessary Global Customs policies and procedures to ensure support of optimum levels of customs simplified procedures for the fastest and most reliable clearance of import and export shipments throughout the world. • To ensure regional compliance to relevant laws and regulations. • To ensure data compliance to support the customs pre-arrival processing • Support the Global Customs operational and development strategies through effective and efficient communication of real and potential issues relating to systems development and clearance procedures proposed and/or dictated by national administrations. • Create, maintain and manage effective and efficient ways to share and communicate information on the clearance processes and used systems for internal communication as well as for communication to external customers. • Ensure constant monitoring of current systems for the most adequate usage and maintenance and ensure quality training to improve these where required. • Manage and provide support for clearance operations, with regards to adequate processes, system set-up and system usage, both for centrally and for locally maintained systems. • Support and provide advice for product development at Global, regional and BU level to enhance products and services relating to clearance processes. • Contribute to efficient clearance operations through the identification and prioritization of improvement areas and the optimization of processes and systems, to ensure that a fast, reliable and cost effective service can constantly be delivered. In support of this, regular reviews will be undertaken with the user community on the one hand and with the Sales communities on the other hand. Investigations and conclusions will be communicated to management of Global Customs for inclusion in strategy enhancements. • Identify key opportunities for reliable and cost effective enhancements. • Manage report and communicate corporate position in key areas targeting all countries in relation to the Customs strategy • Maximize country usage of pre arrival processing of customs consignments • Regular reviews of major clearance operations with a particular focus on performance, cost and integrity • Develop regular customer forums to identify changing customer requirements • Support and implement Customs Security Program • Manage the company custom integrity policy in conjunction with CSR directorship • Manage Global Customs Regulatory Affairs Strategy to ensure achievement of optimum level of customs simplified procedures for the fastest and most reliable clearance of import and export shipments throughout the region. • Provide high-level briefings and recommendations for Operations management based upon regulatory framework for customs compliance. • Initiate and manage BU or Country Customs relationships with external representative groups through embmership of the CAPEC work group • Create regional and national structure for representation of the company international customs interests in direct consultation with government agencies. This to be achieved through increased involvement with and direction to the company association nominees internally and regional management on Trade associations. • Manage report and communicate corporate positions in key regulatory and political processes, targeting in particular the strategic business environments of the region. • Monitor impact on the company operation of proposed regulation changes and participate in negotiation of alternative solutions to protect the service criteria. • Identify key opportunities for reliable and cost effective enhancements through the provision of early warning of potential legal changes directly affecting the clearance service provision. • Implement the company’s clearance strategy externally and internally to ensure the company’s views are represented at customs and industry forums, which lead to future simplification of clearance processes. Customer satisfaction To contribute to customer satisfaction, both internal and external, by participating in the implementation of initiatives that aim to achieve customer satisfaction, loyalty and retention. • Carry out relevant actions that address the outcomes of the Customer Loyalty Measurement Programmes, as directed by the Ops Director or relevant staff members. • Identify ongoing service issues and recommend solutions to relevant management. Corporate Social Responsibility compliance Comply with the company's corporate social responsibility, health, safety and environmental standards and responsibilities as identified within the company management systems • Participate in the corporate initiatives. • Comply with the company's corporate social responsibility, health, safety and environmental standards and responsibilities as identified within the company management systems • Promote the corporate values through active participation in the corporate initiatives. • Identify and eliminate or control health safety and environmental hazards to minimise risks to the Operations employees and those who may be affected by their activities. • Sponsor local activities in order to promote a social responsibility culture in BU Customer Experience • At anytime and anywhere perform the activities and display the behaviours that are designed to deliver a distinctive Customer Experience. These activities and behaviours are highlighted in the "Delighting Customers" core competency and in any additional Customer Experience behavioural guideline applicable to the role.
