Emergency Management Services EMS Head of Operations Reed Global
149 Plan develop implement and manage best practice fire security and medical plans policies and procedures so that EMS Operations Section personnel are able to respond appropriately effectively and in a timely manner to all emergency situations at all company facilities and other designated locations.
149 Be a Level 2 Incident Commander take decisions and provide all EMS support to recover and safeguard company operations during a Level 2 emergency manning the Emergency Response Centre Level 2 room as the EMS Department representative.
149 Ensure EMS operations staff are trained and competent in fire security and medical response capabilities.
149 Ensure the EMS expertise in fire security and medical capabilities is equally distributed among the operating shifts to enable a balanced response capability.
149 Supervise and maintain the EMS shift functions and provide assistance in support of the staffing levels and the maintenance of morale and welfare.
149 Conduct all onshore offshore and offsite field emergency exercises to measure and assess response capability. Act as coordinator of the project site Mutual Aid Scheme Civil Defence and project site as co participants.
149 Act as leader of emergency response teams and direct and control EMS shift crews during emergency incidents.
149 Prepare plan and communicate operational roles and responsibilities for EMS personnel during Level 1 2 and 3 emergencies.
149 Review existing company emergency management procedures to ensure they reflect current site expansion and other developments.
149 Stay informed as to relevant security skills and qualifications levels required by EMS Operations staff for effective performance and circulate requirements and relevant information to the organization as appropriate.
149 Oversee the preparation and implementation of comprehensive maintenance programs for all emergency equipment.
149 Attend meetings of and coordinate fire security and medical requirements with Mutual Aid agencies. Assume a lead role in maintaining integrated emergency management responses between company and all other involved Agencies.
149 Prepare the section operating budgets to ensure all section programs and activities are appropriately funded. Monitor and decide on budget performance against approved levels on a monthly basis and investigate and reconcile any significant variances to ensure effective performance and cost control.
149 Oversee contract administration and management of Department EMS projectrelated contracts ensuring company policies and procedures are adhered to.
149 Participate in company Internal Quality Audits to ensure compliance with ISO and RGEE requirements.
149 Assist with the development of Qatari graduates and plan and supervises their training programs whilst within the Section.
149 Recruit lead and develop EMS Operations Section personnel providing ongoing coaching and mentoring to maximise their performance.
149 Perform the duties of EMS Manager when required.
Fire
xF0D8 Keep abreast of latest developments in emergency management and fire fighting methodologies and developguide EMS shift supervisors and EMS officers accordingly.
xF0D8 Provide guidance where appropriate to operational fire crews.
xF0D8 Ensure regular fire equipment inspection programs are developed and implemented for both on and offshore facilities.
xF0D8 Ensure a fire equipment readiness and maintenance strategy is in place. Conduct systems audits.
xF0D8 Undertake fire risk assessment surveys at all company facilities and other designated locations as required.
Security
xF0D8 Keep abreast of latest developments in security systems Access Control Systems CCTV etc. and develop EMS Operations Section policies and procedures accordingly.
xF0D8 Prepare amp coordinate emergency planning on security matters for company and work closely with a wide range of government agencies
xF0D8 Prepare comprehensive Security Plan to cover phases of both construction and operation and advise on security and emergency responserelated matters for the Project. Remain involved to ensure EMS coverage is provided during the planning and construction activities.
xF0D8 Undertake security risk assessment surveys at all company facilities and other designated locations as required.
Medical
xF0D8 Undertake medical risk assessment surveys at all company facilities and other designated locations as required.
xF0D8 Ensure the provision of medical coverage to Common off plot VTC and Venture Expansion projects including Trains 6 and 7.
xF0D8 Oversee the activities of the first response ambulance unit including the training of shift staff to OSHA standards to provide full paramedic capability maintaining the shift in peak operational order and ensuring medical inventory levels are sufficient to meet emergency incident needs.
xF0D8 Ensure there is appropriate coordination with project site and Hospital ambulance services on a regular basis.
Operating Environment Framework and Boundaries
Reports to the EMS Manager and is accountable for the provision of mission critical emergency response services and support to all company facilities both onshore and offshore as appropriate.
Works in an environment which is evolving through the introduction of new technologies and systems and expansion of company facilities and must be able to adapt to this pace of change. Has a clear reporting framework and clearly defined objectives and polices.
Provides specialized and technical advice guidance and support to company business units in all aspects of EMS emergency services and support.
Works with minimal supervision to ensure EMS emergency services and support meet the business requirements.
Participates in development of EMS Department policies and procedures and has responsibility for establishing and approving those of the section ensuring that they are well established clearly defined and constantly reviewed to ensure latest technologies and improvements are adopted.
The job holder requires an excellent knowledge of fire security and medical emergency response procedures.
Communications and working relationship
Internal
149 Daily meetings with EMS Manager
149 Regular meetings with other EMS Section Heads and other related company departments.
149 Frequent meetings with other staff members in EMS Operations section.
149 Provide close liaison with EMS Crisis Management and Business Continuity Section to develop exercise scenarios involving EMS shift personnel at Levels 1 and 2.
149 Daily informal contact with subordinates to discuss all related functional issues and set agreed short termlong term objectives.
External
149 Regular meetings with project site and Mutual Aid Agencies.
149 Regular contact with external training institutions to remain current with training trends and developments.
149 Represent the Company as required at meetings involving project site companies.

The challenges for the jobholder lie in managing the diverse fire security and medical emergency response requirements critical to the support of company operations keeping pace with the dynamics of new technologies and equipments site and facility expansion whilst maintaining a continual state of readiness.
The most challenging aspect of this job is project manage the competing demands on resources budgets and equipments in order to deliver the required level of service and to communicate these issues and requirements internally to all of company so that the organisation understands the issues involved.
Identifies EMS operational gapsproblems and provides solutions accordingly.
Continuously monitors companywide range of operation and expansion activities and provides adviceremedial measures accordingly.
Adopts a proactive approach continually monitoring and identifying relevant courses determining what is essential what might be needed and what could be useful for EMS Operations personnel.
The job requires the clarity and ability to resolve all technical and operating issues within the section as well as providing detailed input into other sections in the department.
Decision making authority and responsibility
Plans Section activities and takes operational decision accordingly.
Works with minimum supervision during emergency response operations.
Has autonomy over scheduling and planning of work within approved guidelines with work being reviewed regularly by the EMS Manager.
Makes decisions on technical viability and feasibility of proposed response solutions as they relate to the section.
Recommends the hiring firing salary changes development and training of staff.
Develops and authorises policies and procedures for the areas of responsibility.
Has flexibility to operate independently within general policy and guidelines for the EMS Department.
Status Staff Required SkillsExperience Minimum 15 years146 relevant experience with at least 5 years in the Oil and Gas Industry and at least 5 years at a supervisory level in corporate emergency management services.
Excellent spoken and written English skills essential.
Excellent presentation communication and influencing skills.
Demonstrable skills in the supervision and management of the work of others including the skills of planning analysing organising leading and controlling.
Experience and skills in complex project management with the proven ability to budget plan and execute medium scale projects with minimal supervision.
Excellent team working skills and ability to operate in a multinational multicultural work environment.
Required Qualifications Knowledge Skills and Experience
Bachelor146s degree or equivalent from a recognised educational institution preferably in Science or Engineering.
Internationally recognized fire security and medical certificates required.
Background in PoliceMilitaryFire Service essential.
