Contracts Engineer


To oversee full lifecycle of the Owner and all other contracts as well as provide assistance to the Procurement team in the purchase of materials amp capital equipment expediting inspection and to provide contract formation and administration in accordance with approved company project standards policies and procedures.




Responsibilities Duties




• Prepare and implement contract procurement processes and procedures and ensure they are consistent with corporate policies and procedures business objectives and industry best practices.

• Oversee contracting processes on behalf of the project to ensure achievement of project goals amp objectives and compliance to approved policy amp procedures.

• Work with project team to develop a contracts plan amp strategy.

• Facilitate the sourcing and prequalification of bidders and investigate analyze and interview potential suppliers contractors to determine limitations facilities equipment and quality standards.

• Prepare recommended bidders’ list and obtains project and corporate approvals.

• Direct andor prepare tender documents and administer the tendering process.

• Facilitate technical evaluations direct andor perform commercial analysis and recommend awards.

• Facilitate contract negotiations prepare ‘as sold” formation approvals and awards.

• Prepare and distribute contract status reports and keep key project personnel informed of important issues affecting budget schedule etc.

• Identify and advise management of contract related risks inherent in proposals purchase orders and contracts.

• Evaluate facts related to contract performance problem areas determine the most appropriate and effective remedial actions implement such actions.

• Consult with legal insurance and other applicable departments when necessary regarding contracts purchase orders changes amendments etc. prior to and during execution.





Skills


Work Experience

•Minimum 10 years of experience in contract administration and management.

•3 years of experience in contract administration and management in the Middle East.



Education

•Bachelor’s degree in Engineering Business Law or Construction Management. Certified Contract Purchasing Manager is desirable.



Skills Capabilities and Languages

•Highly proficient in written and verbal communication in English

•Strong interpersonal skills and ability to work with multicultural and management teams

•Excellent negotiation skills

•Proficient use with MS Office Word Excel Powerpoint
